This would limit all traffic in normal (which is all traffic) to 35% of
your bandwidth.

Have you checked that your uplink and download link numbers are NOT the
numbers of your actual DSL line?  They should be the numbers you get for
actual downloads or a bit lower.  For example, on my 1024/340 line, I only
get about 108kB/s downloads, which is 864kbps.  This is normal and is
caused by overhead on the line.  I would then set the download speed in my
GUI to 850.  If it still doesn't work, a lower number might be necessary.
