Log Message:
Update timezone include in glibc-2.3.3 from 2003c to 2007b
This is to catch US daylight saving time that should happen on March 11.

This update mostly add new timezone but do not supply SystemV target
If someone use a SystemV target, there is no update.
Old SystemV timezone remain on disk until the system is installed again.

Include zdump to be able to read daylight saving time
To read settings in use in 2007 after update, do
zdump -v /etc/localtime | grep 2007

Create a /etc/localtime symlink as we don't want to use an old localtime
restored from backup

Fix a missing call in 1.4.14 setup update to /usr/local/bin/upgrade
destinated to fix squid and localtime
