It seems like there is a lot of effort wasted on copying things back and forth 
when all editing could be concentrated on one wiki. 

EL had these complaints over a year ago when I mounted a reunification effort:
*Wikipedia was owned by a for-profit company (now fixed), 
*the project was at a .com (now fixed) 
*the English Wikipedia was at www and not en (now fixed), 
*the English issues mailing list was at Wikipedia-l (now fixed), 
*most non-English Wikipedias were on UseMod software (mostly fixed), 
*the software on es.wikipedia was badly broken (now fixed), 
*there is no international portal page (being worked on), and, of course, 
*there was talk of having advertisements on Wikipedia (this will never happen 
so long as enough donations keep coming into the foundation to pay the 
bills).

Did I miss anything?

I think we have come a long way toward what they (and most of us too!) want.

Once your database is upgraded to the newest MediaWiki you can have a bot use 
the page export utility to move pages from EL to es.wikipedia. We may even be 
able to merge article histories. In that case whichever version was edited 
last (EL or ES) would be the one displayed as the top edit of the article. 
Humans would have to fix the resulting mess (as they are now at 
it.wikipedia).
