I have found this (RaQ 2 anyway; I have no experience with the RaQ 3) to
be an overpriced and not-terribly-scalable solution, and not very
customizable, either.  I took over an ISP customer's RaQ 2 and the
customers that were on it, and among other things, it's just slow.  It
doesn't help that every account that your customer adds gets its own
/etc/passwd entry.

I'm with what others have suggested: qmail/vpopmail/qmailadmin/sqwebmail
I've been using sqwebmail for some time with good results, and recently
gave qmailadmin another shot, and it's come a long way.  Still some minor
bugs, though.
