Does anyone know of an SSH server for the windows platform?

I don't care about the telnet access, I just want to be able to use scp (or
some such utility) to move files around.

I know I could use SSL, but I don't want to deal w/ creating certificates
for all the servers.

Looks like there are tons of clients out there, but I'm not finding any
servers...
