I'm a (very) small ISP and also have always managed to get rDNS delegated
although it sometimes took a week or two. This was from Verio, then Sprint,
and now Qwest, in all cases for only 1 to 3 class 24's. The key seems to
be to request it during the initial turn-up contact which is with probably
the only clueful person you'll ever deal with during the life of the contract.

Nevertheless, I don't block on rDNS as it generates too many support calls
"xyz can't email me, why?". Select rbls block 70% of incoming and SA filters
another 10% so we deliver < 20% of incoming to the inbox. This delivery rate
has been under 20% for years but I will note that over the last few years 
the rbls have become increasingly useful and SA less useful as spammers have 
learned to craft emails. I'm about to try grey listing which I hear raves
about virtually eliminating spam with few/no false positives.
