You're better off upgrading to imp-2.2.0 final, or follow the
instructions for CVS at http://horde.org/cvs/

In a nutshell, you need to:

cvs -d :pserver:cvsread@cvs.horde.org:/cvs/horde login  
(password: horde)
cvs -z3 -d :pserver:cvsread@cvs.horde.org:/cvs/horde co -r STABLE_1_2 horde
cvs -z3 -d :pserver:cvsread@cvs.horde.org:/cvs/horde co -r STABLE_2_2 imp
mv imp horde
