So myopic.

Most standards are just specifications. Implementations are either
open source or closed source/proprietary. What is meant by standards
here are tools, platforms and software stacks.

Most services vendors in India are tied into proprietary stacks to
service clients abroad. Most of the US still runs on proprietary
stacks. These service organisations are so short sighted that they do
not see the opportunity.

Roll back to circa 1984. The Rangarajan committee for Banking Reforms
specified Unix as the platform. In a year's time, India was Unix
country. By 1987, India had a huge body of expertise which provided a
impetus to Unix porting, tuning and applications services exports. HCL
and Wipro were the main beneficiaries.

If Indian Govt now standardises on OSS, this will lead to a body of
expertise getting built up perforce. This will provide a second growth
innings thrust which will be based on expertise rather than labour
arbitrage. This is precisely the role expected of a policy making body
and Govt as the largest customer taking stances to guide India's ICT
competitiveness. The Western world will soon move towards OSS and
India needs to be poised for that.

Hope good sense prevails amongst the powers that be.
