Maybe you should look at something like http://tincan.co.uk/phplist
It's done in PHP and mySQL and should be pretty easy to customize, if it doesn't
fit your needs.
I've been looking at solutions like that once in a while, but often came up with
that you had to do it yourself from scratch or take a solution like phplist and
customize it to the needed solution.
