There are so many things that need to be fixed before 1Kbit keys even come
onto the radar that this isn't even an issue.  For example the entire multi-
billion(?) dollar phishing industry isn't going to go away even if we all
switch to 16Kbit keys overnight.  So you need to rephrase the question as:

  What will the effect be of a change to the state of affairs that treats
  1024-bit keys as secure?

Answer: None.
