Of the people who have commented this topic, majority
have preferred removing IDEA/single-DES from the TLS 1.2 
main specification, and moving them to a separate document 
with appropriate "should not"-like advise (the exact text 
is still to be decided).

So, let's move forward with this approach.

Nelson also suggested clarifying the text about server
behavior when client hello includes cipher suites the
server does not recognize, support, or wish to use.
IMHO this seems just clarifying what servers are 
supposed to do anyway, so unless there are objections,
I'd be fine with including text along those lines.
