Hi Howard,

About the compatibility between ICU releases, we sometimes change, or 
deprecate and later remove, APIs in order to make improvements and/or to 
track the Unicode standard and related standards.
This means that there will be some incompatibilities between releases, and 
more of them the more time has elapsed between such releases.
We document such changes with each release's readme.html. (The one for 2.0 
is not complete yet, please take a look at the one for 1.8.1.)

because I have some apps using ICU 1.6.
