This is an add-on to 2416. We need to:
1. Make a reasonable design of tests that will allow us to keep API tests
separate from tests that access ICU internals
2. We have to follow the conventions we establish for 1. in writing tests.

Idea is to have a subset of tests that cover 100% API and can be compiled as a
"user experience" i.e. without using any internal headers etc.
