The pkgdata tool has different options for Windows and Unix.  This makes it
difficult for other people to use pkgdata on Unix and Windows with the same
makefiles.  For instance, the -O option has two different meanings.  It's either
the ICU_ROOT on Windows or the pkgdata include file on Unix.  Windows with
CygWin and MSVC can use both -O kinds of options.  One option should remain -O,
and the other option should get a new option flag.

I'm unsure if both options should always be available on every platform, but
Windows can use both options.
