The man page for icu-config in 2.4 refers to a --icudata-installdir flag.  It's
actually named --icudata-install-dir.

The description of the --icudata flag says the name it returns does not "include
prefixes such as 'lib'", but it "may be in the form libicudt21b".  Can the name
include a lib prefix or not?
