u_unescape has changed between 2.2 and 2.4 and now returns the length that DOES
NOT include the trailing zero. Previously, length included trailing zeros.

I have stumbled upon some tests that still assume the old behavior.
(/tscoll/citertst/TestNormalization). We should go in and make sure that every
caller of u_unescape understands that the length of resulting string does not
include the trailing zero.
