runConfigure looks good, I run gmake, it gets to this line:

/usr/bin/gmake[0]: Making `all' in `data'
gmake[1]: Entering directory `/src/icu/icu/source/data'
/bin/sh ../mkinstalldirs ../data/out ../data/out/build ../test/testdata/out
../test/testdata/out/build
ICU_DATA=../data/out/build
LD_LIBRARY_PATH=../common:../i18n:../tools/toolutil:../layout:../extra/ustd
io:../tools/ctestfw:../data/out:../data:../stubdata/:$LD_LIBRARY_PATH
../tools/genpname/genpname -d ..
/data/out/build
gmake[1]: *** [../data/out/build/icudt24l_pnames.icu] Segmentation fault
gmake[1]: Leaving directory `/src/icu/icu/source/data'
gmake: *** [all-recursive] Error 2

This is on a HP Vectra with a i810 mboard and a 730MHz "coppermine" pIII. I
also attempted the build using the same tools on a 300MHz Dell Latitude CP and
it built fine there. So I don't know who owns this bug. Something similar
happened with 2.2.
