In the Trie table implementation, UNewTrieGetFoldedValue() and
UTrieGetFoldingOffset() callback functions are must be supplied by the
creator/user of the Trie in all cases.

It would be a convenience to provide built-in default functions for use with
simple tries that just need to map from uchar32 to values, and aren't trying to
be clever.  Not specifying a function, or specifying null, could cause the
default to be used.
