* Toolutil and UStdio are included by default in ICULIBS.    The former is not
usually needed in user code, and the latter is an extra. 

* Ustdio causes problems especially when it is linked with the C++ iostream
library (the default)

* Library linkage is not correct for AIX library versioning (should be
-licuuc20)

Recommend:
- split into ICUUC (data+uc) and ICUI18N  variables, with ICULIBS containing
data, uc, and i18n.    Add ICUUSTDIO, ICULE, ICUTOOLUTIL type variables as
needed. 
- add special purpose code in mh-aix* 
- refactor to avoid duplication with LIBICU* variables in icudefs.mk
