Here is the proposal from the ICU mailing list.

I propose to remove the CollationElements from the en_US_POSIX locale.

Here are the reasons for removing this collation.
* The current collation is based on the iso-8859-1 codepage, which isn't 
very useful when you're not using that codepage.
* People expect to get the UCA collation by default.
* This collation is not based on any known real language rules.  It's only 
based on a codepage.


There are two work-arounds for getting this collation again by default.
* Make your own locale (like en_US_ISO88581), and add it to 
source/data/locales/reslocal.mk in your copy of ICU.
* Or build a collator with your rules, and keep it around as the default 
collator.
