ICU used to have more or less common code for "compact arrays", efficient tables
for data lookup on BMP code points (up to U+ffff).
We now have several variations of "folded tries", which are adaptations for the
full Unicode range (up to U+10ffff).
We should consolidate most of them into one single implementation to make it
easier to test and to use.
