Change the pagermap to point to an IXO/TAP paging bureaux.  Real IXO/TAP
starts with the ID request that is being complained about, and although
it does use TCx control characters, it doesn't send the message text
hex encoded.

Alternatively, obtain documentation on the proprietory protocol used,
or at least its name (you can probably reverse engineer it quite easily,
and write your own page sending module), but without the name others
won't know if your module fits.  (I'm not sure that Hylafax is good at
handling multiple protocols.)
