    I discovered a fax machine that reports its inability to receive PostScript 
    faxes.  The report from the destination is:
    
    Jul 25 17:08:13.01: [ 5072]: REMOTE does not support PostScript transfer
    
    After the cover page goes out, the transfer halts.  The destination machine 
    times out and severs the connection.
    
    When I convert the file to TIFF, all is well.  The cover page AND the file 
    goes out.

HylaFAX does not support PostScript transfer between facsimile devices
so the fact that the receiver doesn't indicate it supports PS transfer
is irrelevant.  In point of fact the server doesn't include the logic
required to recognize when a receiver support the Adobe T.30 NSF extensions
to directly transfer PostScript.

    accept my TIFF formatted file and change it to PostScript?

The server does not do this.
    
    Is /etc/Typerules the best way to command the server to send ONLY TIFF 
    formatted files?

There is no "/etc/Typerules" file and there is no way to command the
server to send "ONLY TIFF".  The HylaFAX server send T.4-encoded data
to a destination fax device as specified in the ITU T.30 protocol spec.
