It's because ECM is not being used.  It appears that ECM has been 
disabled on the receive-side.  Why?

They're relatively normal parts of Class 1 and fax handshaking.  The 
failure to train on the first attempt is not entirely indicative of a 
problem... just that there might be some communication interference of 
some kind.  You don't appear to have copy-quality tracing enabled or on 
the receive-side you'd see a more verbose explanation of why you see the 
image distortion.
