What we actually want is to have something maintainable, as in "we just
keep the TCP/IP up to date with upstream and just need to fix glue
things from times to time".

TCP/IP doesn't really permit a strict separation. What can be done and
would be very useful, however, is along TCP/IP stack, some IP daemons
which implement firewalling, routing over an ppp, etc.
