 (Multi-barrel bugs like this are a bit inconvenient to deal with.)

 1) isn't a bug: Cabal uses a different method for Hugs, as documented in
 the Cabal User's Guide.

 2) and 3) are the same thing, I think, because Cabal does pass -D and -I
 options.  The problem is libraries.
