Specs (in IETF land) are the way they are based on who shows up to do volunteer work \
to write or revise them. Not unlike open source projects.
The current cookie spec aims to describe how cookies work in practice. Consistenvy \
with previous versions (AFAIR) was a nice-to-have, not a requirement.
