The responses I received was overwhelming.

Here is the final solution that EVERYONE suggested:

The change in the /etc/inetd.conf

telnet       stream tcp nowait root /etc/tcpd /etc/telnetd -b/etc/issue

The "-b /etc/issue" portion worked fine.

tcp_wrappers info

I had to re-compile the tcp-wrappers with the following:


This setting allows for a version with language extensions enabled:
uncomment   STYLE=-DPROCESS_OPTIONS


I also had to create a  "/etc/banners/allow" directory with telnetd,
ftpd, etc files.  These are process (i.e. telnet, ftp, etc) related
files that /etc/host.allow file pointed to:

 /etc/hosts.allow
#       daemons ... : clients ... : banners /some/directory ...
#
# 123.45.        # Class B
# 111.222.33.  # Class C

ALL:    123.45.:                banners /etc/banners/allow
ALL:    111.222.33.:          banners /etc/banners/allow


The same process for hosts.deny (/etc/banners/deny)

 /etc/hosts.deny
#       daemons ... : clients ... : banners /some/directory ...
#
# 444.55.        # Class B
# 777.888.99.  # Class C

ALL:    444.55.:                banners /etc/banners/deny
ALL:    777.888.99.:          banners /etc/banners/deny
