There is an issue preventing blocks from being loaded with their
(non-default) settings. Settings seem to be written to prefs storage
fine, but somewhere along the line, it looks like the default values
are being loaded.
I'll continue to try to track this down, but if someone with a more
in-depth knowledge of the Horde_Block code then I wants to take a
look....
