I misunderstood your question. I thought you got a *completely* blank  
screen. This is normal. The user can add whatever blocks they want by  
clicking "Add Content". If you want to configure some default blocks,  
this is done either in the Horde configuration (if you want to "force"  
them to always appear), or in prefs.local.php (if you only want to  
provide a default and allow the user to remove them).
