You might also want to look through the section on "Total Bit Rate" and 
"Video Bit Rate" in the Video Stream section of that document.  Both of 
these sections discuss how the avgBitrate and maxBitrate are used to 
compute video bit rate.

p.s. this document is included in the Helix Producer command line 
application.  Before version 9.1 it is installed into the root directory 
of the application.  Starting with version 9.1 it is installed into the 
'docs' subdirectory.
