Synopsis: 5.0 configuration doesn’t contain SynchronizeDecoding_FLV=1 resulting in \
bad performance in some .flv test files

Overview: SynchronizeDecoding_FLV flag should be enabled in 5.0.

Solution: add SynchronizeDecoding_FLV=1 setting to R1_mobile_4_0_factory.cfg
