If the textview is focused you navigate the text view, if the textview is
not focused you navigate forwards/backwards through history.

If you read through the mailing list discussion and ticket 9913 this is
basically finishing the task Oliver started [0] but left unfinished.

There is a lot of opinions about the right way to do this and if you read
the discussion there is no way to make everyone happy but this seems like
the best compromise for the time being.
