I've written some ID3v2 functions that work pretty well that I could 
put under any license (they are part of some of the id3* tools I have 
published at Bebits, though I have a more up to date version here).
The sources there are under GPL, since there already was some code when 
I started working on it (the v1 functions are GPLd), but the v2 code is 
free. If you don't like taglib for whatever reason, or if it's 
unnecessary complex/big, I could send them to you.
