 Regarding ICU: the most likely problem is that ICU ends up calling the
 standard C library for some locale things. They do not take into account
 that our C locale support is implemented using ICU. We already patched
 some things like that in previous versions, and I think they were happy to
 upstream those patches.

 The problem is investigating exactly which function is problematic.

 That being said, updating to ICU 67 would already be nice :)
