 As seen in https://github.com/raspberrypi/firmware/issues/1711 , the
 Raspberry Pi 3 refuses to boot from the Rpi start.elf contained within a
 EFI System Partition (0xef).  Changing the partition back to 0x0b seems to
 resolve the issue.

 Rune needs a new system to allow one-off modifications of our standard
 boot partition from the default ESP 0xef to the generic 0x0b.  This may
 impact u-boot's ability to start our EFI bootloader... unsure.

 This issue exists purely on the Raspberry Pi 3 and doesn't appear on any
 other tested ARM boards.
