 pkgman should support incremental fetch so it can eventually complete in
 the face of bad network connectivity

 I'm trying to run x86_64 nightlies in VMware, and "pkgman update" is
 stalling out a lot.

 While this indicates an issue deeper in the stack, when I try to re-run
 "pkgman update" it just starts all over again, putting me in the position
 of being unable to update.
