Comment:

 No change required: problem goes away when selecting a time zone, which
 can't always be guessed from the locale (several countries span multiple
 timezones). We can't do much better in "windows compatible" mode, and of
 course the "UNIX compatible" mode is better (and Windows can be set to
 work that way, which is the solution I would recommend).
