This ticket was only about fixing the build issues, as you could test
yourself it is posible again to build and enable the feature. However some
developers have said this is not useful enough in the current situation,
so this was not included in the default image.
I would sugest to put the kernel debugger add-on inside the
qrencode_kernel package so installing that is enough to get the command
available. This would make it easy to use, without needing to add it to
the default haiku install.
