 When scrolling down in the CharacterMap app, and approaching a character
 set which is not present in the current font (marked by rectangles), but
 is at a certain distance from the top of the page (for me, this behavior
 starts at the "Devanagari" set), the list will automatically scroll down
 when I move the mouse around the list, and there is no way to stop it from
 autoscrolling.

 How to reproduce this bug: start CharacterMap, and keep scrolling down
 until you find the "Devanagari" set, then move the mouse pointer around
 the characer map.

 I'm running build hrev44575, and I hope I provided enough info for this.
 If not, sorry, this is my first bug report here, sorry if I messed
 something up.
