 Currently, the Locale pref does not remember the Time setting a user sets,
 even though the system does and uses the user-selected setting.

 Steps to reproduce:

 Step 1. Open Preferences -> Locale -> Formatting
 - notice that on a freshly installed system the Time setting radio button
 is set to 12hour.

 Step 2. Select the 24hour radio button.
 - notice that the Locale Time format examples change and the Deskbar clock
 also changes appropriately.

 Step 3. Close Locale pref.

 Step 4. Repeat Step 1.
 - notice that the 12hour radio button is selected again even though the
 Deskbar clock still uses 24hour.
