We currently have a good number of unit tests failing on Windows. The author of a \
patch won't be able to determine if it really was his/her PR that caused the failure \
or if it was failing historically.

Thus, we need to skip running the unit tests on Windows until we have fixed the ones \
that are failing currently.

This helps us to proceed with enabling the pre-commit that watches out for any \
regression against building Hadoop on Windows.
