links at the bottom of the page. The binaries are quite outdated though.

Unfortunately, it looks like supporting cygwin is not a big priority
(compared to mingw32 or MSVC) for the maintainers of the win32 port of
GTK+.

There are also some plans of supporting cygwin in gtkmm-2.4 as soon as a
stable gtk+-2.4 for win32 is released (maybe with the upcoming 2.4.1).
See bug #137591 for details.

Also, keep in mind that linking against the cygwin DLL makes you code
GPL (http://cygwin.com/licensing.html). This is not the case with the
native ports of gtk+ and gtkmm.
