That's the big adavantage of using mingw32. By coupling it with either MSYS 
(on the mingw32 donwload page) or the cygwin distribution for the auto* 
tools, you can simply compile your libraries and applications using the 
standard configure scripts. That's what I do for gtkmm. It can even 
generate DLLs for you.

Even better than that, if you're working on linux, you can directly 
cross-compile for win32 using this port
