Expanding on that, I think that a different version numbering and more
regular releases can give a message that glib can and should be used for
projects that don't even have a GUI to give a pleasant C coding
experience without having to reinvent the many wheels and share these in
a shared library instead.

I agree. Going with this we'd have a jump from gtk+-2.12 to 2.18. That
can be clarified maybe easily this time around, but next time with more
often glib releases it's going to be 2.18 -> 2.22 and so on. Lots of
confusion in the lines of "Where did gtk+-2.20 go?"
