Just figuring out the number of used/free slots one does
not need to investigate the job list. The code in
clients/common/qstat_printing.c (below comment "number
of used/free slots") shows how it can be done. Similar
code (use EH_consumable_actual_list instead of
QU_consumable_actual_list) works for hosts as well -
assumed slots are limited at a particular host.
