Is there a trial package that I can use? Also, what is the scale when zoom
is highest? Eg: 20 meters to a 2centimeters scale?

There are practically no limits imposed by the software. What is right or
what will work for you the best mainly depends on your data and
cartographic (map) projection which the data are in.
