[shape=doublecircle] is just shorthand for [shape=circle peripheries=2], so just set the peripheries
attribute to get what you want.

If you just set the URL attribute within a node, that will define associate the link with the node.
For bitmap output, you
need to generate (and incorporate) the map files with -Timap or -Tcmapx. See
http://www.graphviz.org/doc/info/output.html#d:imap
for more details. For svg, the links are just part of the output. (If I'm misinterpreting your
question, let me know.)
