The problem is that your input graph is not UTF-8.
I've attached the results of:
    iconv -f LATIN2 -t UTF-8 <Tirage.1degree.dot >Tirage.1degree.utf8.dot
    dot Tirage.1degree.utf8.dot -Tpng >Tirage.1degree.utf8.png
