I have not seen anything like this with speed, but I've seen a second
cousin with time. Is the GPS receiver by any chance disconnected at any
time between the reasonable speeds and the bogus ones?

It would help greatly if we knew the version of gpsd you are working
with, and where you got it: tarball, git repo, distribution repo, etc.
